“District planning promoting high density development” – utilized in Shinagawa Station East and more than 200 areas nationwide

“Urban redevelopment promotion area” is a method utilizing District planning which can allow additional FAR in exchange for set back and reduction of ground coverage ratio.
This method had been created in 1988, when people were conscious to the utilization of unused / low density used land with high potential in big cities. In the designated area, at least one public facility (privately owned public space) shall be authorized by urban planning, and the easement of zoning restriction for usage. FAR will be given as a result of public assessment of those contributions to urban environment amenity and/or convenience of people.
More than 200 projects had applied this method across the country, including Shinagawa Station East district and Shiodome district both of which utilized the former Japan Railway’s property.
