In 2012, the elegant red brick dome roof building of Tokyo Station had been restored to its original form, and the project cost of 50 billion yen had been offset by selling surplus floor area ratio to 6 tall building sites in the surrounding area. This achievement had been realized under the special method in the urban planning system known as the “Incentive zone with exceptional allocation of floor area ratio” which had only been applied to “Otemachi, Marunouchi, and Yurakucho areas.”
