Program for Optimizing Location of each Function

Program for Optimizing Location of each Function “Program for Optimizing Location of each Function” is a program legalized in 2014 as an adjustment of the Special Act for Urban Renaissance. According to the Ministry of Land, Infrastructure, Transport and Tourism, it is an advanced version of the City’s (town’s) master plan overlooking entire city (town), in order to promote urban planning based on the concept of “Compact City with Networks”. Other than residential functions, various city functions such as medical, welfare, commerce, public transportation, and etc. are induced in this program.

This program is based on the integration of urban planning and public transportation, and it prepares a mechanism to moderately guide the development of private facilities and its location. It enables to establish a town with a new concept fusing conventional regulation for infrastructure/land use and the new concept for Optimizing Location of each Function.

Deploying this program in many cities (towns) based on their will and the prefecture governments’ coordination is expected to control and layout those functions and prevent hollowing out of the urban areas.
